Dirt with dry Grass is a solid Block which can be mined with a shovel or even bare hands. It drops dirt.

At the moment it's not generated and there is no soil. It's planned for savanna biomes with Acacia Trees and Dry Grass.

A dry grass block cannot be obtained by the player legitimately, only by using the /give or /giveme server commands.
