Dirt with Snow is a solid block which can be mined with a shovel or even bare hands. When mined, the player receives an ordinary dirt.
Dirt will become Dirt with Snow when Snow lies on it.
Dirt with Snow is one of the blocks which does not appear in ordinary gameplay. It can be obtained in creative mode or with the /giveme command, for example.
In the new 0.4.12-dev there are now snowbiomes with dirt with snow.
