Soil is created when a hoe is used on Dirt or Dirt with Grass. Wheat Seed and Cotton Seed can be placed on it but the plants will only grow on Wet Soil.
Soil eventually becomes Wet Soil when Water is within two block lengths of it.
Soil will become Dirt eventually if nothing is planted on it and it is not made wet for a longer time.
